2020 budget: Gombe allocates 17% to education
Gombe State Governor, Alhaji Muhammadu Inuwa Yahaya has proposed 22.8 billion naira for education in the 2020 budget proposal presented to the State House of Assembly on Monday.
The 22.8 billion represented 17.5 percent of the total proposed budget of N130,668,737, 593.58 for the 2020 financial year.
The governor, while laying the budget before the lawmakers at the State House of Assembly said the budget made up of Fifty-Nine Billion One Hundred and Ninety-Eight Million, Two Hundred and Eighty-Three Thousand, Nine Hundred Naira (N59,198,283,900.00) as recurrent expenditure and Seventy-One Billion, Four Hundred and Seventy Million, four Hundred and Fifty-Three Thousand, Six Hundred and Ninety-Three Naira Forty-Eight Kobo (N71,470,453,693.48) as capital budget.
The governor in his address said budget tagged “Budget of Change” will focus on education, physical infrastructure statewide, human capital development, Agriculture, health and Youth, women as well as physical challenged empowerment.
The budget is to be financed by an estimated recurrent revenue of Eighty-Two Billion, Five Hundred and Sixty-Two Million, Six Hundred and Fifteen Thousand Naira (N82,562,615,000.00) and capital receipts of Fifty-Four Billion, eight Hundred and Sixty-Four Million, Three Hundred and Thirty-One Thousand, One Hundred Naira (N54,864,331,100.00). A budget deficit of Sixteen Billion, Six Hundred and six Million, One Hundred and Twenty-Two Thousand, Five Hundred and Ninety-Three Naira Forty-Eight Kobo (N16,606,122,593.48) is envisaged to be financed by Internal and External borrowings.
”You may wish to recall that during our campaign, we went to almost all the communities in the State to see for ourselves the challenges facing our people. Similarly, after our victory at the polls we embarked on a needs assessment study to assess the level and availability of basic services and infrastructure in our communities and set up committees to assess critical sectors to enable us take an informed decision.
”To further buttress our commitment to transparency and accountability, we organized a town-hall meeting involving all stakeholders to make their inputs into the 2020 Budget, which we compiled. In a nutshell, this is a budget of the people, by the people and for the people. And by the grace of Allah, we shall deliver on our mandate. We are committed, within available resources, to provide the needed governance that will meet the yearnings and aspirations of our people. The budget was prepared with the guidance of our resource forecast using the 2020 – 2022 Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP)”.
Education sector got largest share with N22.8billion (17.5%) including N10.5billion for tertiary education followed by Works with N19.6billion. The allocation for health sector is N12.9billion, Rural development N2.7billion and newly created Ministry of Internal Security and Ethical Orientation get N1.5billion.
The governor noted that sustainable and progressive internal revenue drive and zero tolerance to non-adherence to fiscal responsibility and management principles will aid budget performance in 2020.
”In line with our efforts to raise the confidence of all stakeholders and indeed the people of the State as well as assure them of our resolve towards improving the quality of lives of the people of Gombe State.” Governor Inuwa Yahaya added.
Meanwhile, Speaker of State Assembly has promised speedy passage of 2020 budget in order to fast the state development.
