U.S. President Donald Trump is set to host the leaders of five African nations at the White House next week for talks centered on expanding commercial opportunities. However, the absence of Nigeria – Africa’s largest economy and most populous country – has raised eyebrows in diplomatic and economic circles.

According to a White House announcement on Wednesday, the presidents of Gabon, Guinea-Bissau, Liberia, Mauritania, and Senegal will attend the July 9 meeting. Discussions will focus on mutually beneficial trade and investment opportunities between the United States and Africa.

“President Trump believes that African countries offer incredible commercial opportunities which benefit both the American people and our African partners,” a White House official stated.

While the summit underscores Washington’s shift away from aid to trade-based engagement, Nigeria’s exclusion is notable. With over 200 million people, vast oil reserves, and deep commercial ties to the U.S., Nigeria plays a central role in African economic affairs.

The summit aligns with the Trump administration’s broader foreign policy pivot. Aid budgets to Africa have been slashed, replaced by an emphasis on deals that advance American business interests. Secretary of State Marco Rubio reiterated this approach on Tuesday, stating the U.S. would prioritize partnerships with countries demonstrating “the ability and willingness to help themselves.”

Troy Fitrel of the State Department’s Africa Bureau noted in May that diplomats will now be evaluated on the number of commercial deals they facilitate rather than traditional development metrics.

The criteria for the selection of the five West African nations remain unclear, even as the administration emphasizes a results-driven, transactional model of engagement.
